Three Horizons
Food System Transformation: Mapping Where We Are, Where We Want to Go, and How to Get There using the Three Horizons process.
For the past five years, the Feeding Ourselves gathering has utilised the Talanoa Dialogue, a participatory process developed under the UNFCCC during COP23 in 2017, under Fiji’s presidency. “Talanoa,” a Fijian word, refers to an inclusive and constructive dialogue where participants share stories, build empathy, and work toward solutions for the common good.
The dialogue is centered around three guiding questions:

- Where are we?
- Where do we want to go?
- How do we get there?
The 3H framework encourages reflection on where we are today, where we want to go, and how we can bridge the gap between the two.
Recently the Feeding Ourselves Community of Practice have adopted the Three Horizons (3H) framework to guide and deepen our conversations. Similar to Talanoa, the Three Horizons framework promotes long-term thinking by distinguishing between three phases: the current system (Horizon 1), the emerging future (Horizon 3), and the transition activities and innovations needed to enable a viable future (Horizon 2).
The 3H framework encourages reflection on where we are today, where we want to go, and how we can bridge the gap between the two.
The strength of the Three Horizons framework lies in its simplicity and its ability to ignite meaningful conversations about present challenges, future aspirations, and the innovations needed to make the transition to a resilient and regenerative future. It emphasises that all three horizons exist in the present moment, providing valuable insights into the future through current behaviors and emerging trends.
Horizon 1
H1 – Current System: Where are we at?
This horizon represents the status quo—the systems, structures, and behaviors we have today. It focuses on business-as-usual approaches and highlights the limitations and challenges of the current system. When mapping this horizon we also identify what we want to conserve or keep from the system in decline.
Horizon 3
H2 – Emerging Future: Where are we going?
This horizon envisions a transformative, desirable future rooted in resilience and well-being. It focuses on mapping the initiatives and examples—often operating on the margins without sufficient support—that are the seeds for a fair, thriving, regenerative future.
Horizon 2
H2 – The Transition Zone: How do we get there?
This horizon explores the pathways, policy and innovation needed to bridge the gap between the current system (H1) and the future (H3). It’s about innovation, adaptation, and strategic shifts that enable transformation. However, this horizon can be H2 Negative or H2 Positive.
- H2 Negative refers to innovations that are captured by the existing business-as-usual system (H1), reinforcing the status quo. These innovations may be presented as progress but are ultimately used to maintain or prolong the current system, rather than challenging it or transforming it.
- H2 Positive, on the other hand, focuses on the transformational innovations, policies and game-changing solutions that enable the shift toward a more resilient and regenerative future. The goal is to focus on these H2 Positive innovations, supporting them to scale and accelerate the transformation toward the vision of Horizon 3
